public school district leadership
Phil Stover has spent much of his adult life designing, re-making, and managing programs and departments for public school districts. For those who might suggest that it is easier to consult than "to sit in the chair," Phil has also served as an administrator in public, private, and higher education. As an added bonus he has also spent thirteen years working in school districts from the perspective of Fortune 500 companies (ServiceMaster, Marriott, and Sodexo), rising to the vice presidency of one of their educational services groups. Phil also brings to an organization the sensitivity and healing nature of a therapist and minister, having served as director of counseling services at two colleges, and as a pastor. Phil took a number of graduate courses in anthropology and enjoys the work of an organizational anthropologist. He loves studying the culture and organization of districts and schools, and designing plans to improve their culture, effectiveness and efficiency. Phil's school district engagements have included districts serving such urban areas as Kansas City, Philadelphia, Miami, Anchorage, Seattle, Fort Lauderdale (Broward County), San Diego, and Buffalo.

Phil most recently served (till July 2015) as Interim Superintendent of the Sweetwater Union High School District in Chula Vista, CA. Sweetwater is the largest high school district in California and the second largest border district in the United States. He retired from the Deputy Superintendency of the San Diego Unified School District in October 2014 and is available for short-term (several weeks to several months) engagements helping districts with the following services:
- Alignment and reorganization of district central office or auxiliary services departments
- Budget deficit reduction solutions
- Interim district, department, division, or group management leadership
- School site safety and security
- Decision-making regarding program improvement via either in-sourcing or out-sourcing
- Training in the realignment andintegration of district central office staff for the work of student achievement
- Assessing and development of plans to improve toxic relationships in districts between board and superintendent, staff members, departments, stakeholders, etc.
- Serving as key note speaker or trainer at district special events or professional development opportunities, especially using his humorous and insightful book, The American Public School District - How are the Children?
- Phil is available to conduct workshops for such professional groups as AASA, ASBO, NSBA, CoSN, NACUBO, or their state and regional affiliates

Drawing on his unique background and experiences, Phil has also developed a program to train outside groups who desire to better understand public school district culture and decision making. Religious/Historical Studies Speaking
Phil has a wealth of study and experience in the discussion of religion, especially that of the nature of religion and conflict (see his latest blog on the website blog page), the integration of religion and psychology, and the history of religion in Mexico. He has written and spoken extensively on these subjects, most recently at the Center for the Study of Religion and Conflict at Arizona State University. Phil is a member of many historical societies and is a member of the executive committee of the board of directors of the National Coalition of Independent Scholars, an affiliate of the American Historical Association, focusing on study and research in these areas. He is available to lecture to academic or community groups on these subjects. Having served as a pastor and having taught homiletics, Phil is a gifted public speaker for either the lay, religious, academic, or community level.
